That's off the top of my head. There's lots of others (Jazz by Brandon Blackmore is another one), but they're not actively supported, so for a marketable product I would suggest any of these.
Also, there's a number of OGL/D20 derivatives that might also work, if you prefer that route.

I dont like the limitations of a level based system though, thats my main objection to D20 for any kind of modern game. Things like sniping for exmaple become really silly under a level/hit point system.
There are some interesting interpretations of that which you might like. For example, Mutants and Masterminds only have three health levels - no hit points at all. I'm fairly against D20 in some ways, but I keep abreast of it because I have to, and there are some things out there that make me interested in the potential of the system.
Just a thought - the four I present can also do quite well for VB.
