Queen Victoria didn't wear underwear because wearing them would have put fabric between her thighs. Anything which separated a lady's thighs was lewd and immoral, and therefore frowned upon. Many ladies of quality of the era didn't wear knickers for the same reason.
I'm not sure if the 'tied-on' design as described elsewhere developed as a result of this.

more useless vickie trivia:

she refused to sign a bill in the 1890s that would have outlawed lesbian activities as well as sodomy, because, quoth her, "ladies would not do such things."

And presumably you know where the piercing description of a 'Prince Albert' comes from?

correct.

As I hear it, Prince Albert (Victorias husband) had a pierced penis, whichi attached to a hook on a garter round the top of his thigh.
That way, should he achieved a state of tumescence in publicm, he would not scandalise any ladies :)

Probably giving coals to Newcastle, but. .

The penile piercing was originally intended to be a piece of string tied through the ring and hoisted at the back, designed to hold a gentleman's parts down and not to give a lewd bulge in the front of his trousers; an antithesis of sexuality.

Not like today, with your amphalangs, and your cock rings, and your banging nails through your penis into a piece of 2x4.

*sigh*
