According to adverts and fashion editorial, the fashion for low slung jeans is fading and what really hip teenagers are doing now is wearing extremely tight trousers with the top button unfastened.

I don't see why this is such a big deal, to be honest. I've been doing the same thing for years, especially after a large lunch.

It's british teenagers
immitating american teenagers
immitating gangsta' rappers
immitating real gangsta's who had been in prison and had gotten used to not being allowed to have belts to hold up their jeans.

I'd heard that one, and another version:
In the ghetto, yo'd often have to wear handed-down clothes from elder siblings, so you'd wear your big brother's old trousers. The bigger the trousers, the bigger the brother and so the more you were to be respected due to big brother retribution.
Hence, big trousers. The most feared children were ones whose siblings had run away to join the circus.
