The electoral reform referendum in full

In the news this week is a report that a referendum on electoral reform will be held on the same day as the local election next year. David Cameron has said he doesn't support AV, but he won't campaign against it either in respect to his new coalition pals. Instead, he says he takes the whole thing 'incredibly seriously' and wants a thoughtful debate. To trigger this debate, he's released the question that will be asked a full year in advance:

It does function as an idiot filters 'tis true. One may posit STV would deliver more stable government than our red/blue oscillations, but Clegg was a fool to be fobbed off with AV. I'll take the octopus.
