Queen Victoria didn't wear underwear because wearing them would have put fabric between her thighs. Anything which separated a lady's thighs was lewd and immoral, and therefore frowned upon. Many ladies of quality of the era didn't wear knickers for the same reason.
I'm not sure if the 'tied-on' design as described elsewhere developed as a result of this.
